Under general direction of the Director of Accounting, performs complex work in overseeing and auditing financial and statistical records and reports pertaining to payroll, benefits and other related financial functions.
SUPERVISION RECEIVED AND EXERCISED:
Receives administrative direction from the Director of Accounting.
Exercises direct supervision over professional, technical and clerical staff.
Recommends goals and objectives; assists in the development of policies and procedures.
Examples Of Duties/
Essential Functions:
Audit and oversee payroll record information for certificated and classified employees Research, identify and communicate the potential payroll implications to senior management of existing and proposed legislation.
Audit W-4 information, health benefits, payroll reports, voluntary deductions and involuntary deductions including retirement, insurance, cafeteria 125 and savings accounts and other payroll records Liaise with external agencies to ensure monthly and annual returns are correct and on time.
Supervises the preparation of payroll documents and payrolls Balances payroll to general ledger and prepares required cash transfers Advises the management team, retirees, and staff on issues of pay, tax, national insurance, pension and other voluntary deductions.
This involves interpreting legislation and regulations to ensure correct advice is given.
Maintains earning history during year and balance with W-2 report while overseeing the preparation of W-2's Provides quality customer service and assist with dissemination of information to employees, bargaining units and the public Anticipate the implications of new regulations/legislation to determine the most appropriate method of implementing changes Manage the payroll team to ensuring timely and accurate delivery of the payroll; to ensure appropriate reconciliations performed and monies are remitted accurately and on time Problem Solving To be aware of complex regulations in order to provide correct advice To devise policies and procedures to ensure the integrity and security of the payroll Decision Making How best to allocate resources to ensure the efficient running of payroll Make decisions with regards to the running of the payroll section Key Contacts/Relationships Excellent communication skills needed to convey complex payroll matters to all levels of staff Liaise with senior staff to discuss policy issues Liaise with external organizations on payroll policy and regulatory matters and to resolve staff problems Regular contact with auditors on payroll integrity matters.

This is a Classified Management position requiring supervisory skills, exceptional organizational abilities, and the capability to effectively prioritize many tasks.
Payroll Manager works independently within the parameters of laws, regulations, and Board Policy.
Three years of increasingly responsible experience in the maintenance of financial and statistical records, with two years in payroll operations; Two years of college preferred with a major in accounting, business, or related field An appropriate, valid California driver's license and auto liability insurance.
Personal automobile for job-related travel throughout the district.

Knowledge and Abilities:
Knowledge of the principles and techniques involved in payroll preparation, monitoring and control; practices and procedures of payroll record-keeping; tax withholding, voluntary deductions, garnishments and fringe benefits; Ability to read, write, proof and edit written documents including reports, bulletins, letters, memos, financial documents, time keeping records, etc.
