The County of Colusa Department of Health & Human Services - Public Health Unit seeks a Health Program Specialist I/II/III-Limited Term (end date June 30, 2025) to join our amazing team and make a meaningful impact on the community we serve.

DISTINGUISHING CHARACTERISTICS Health Program Specialist (HPS) I--This is the entry level class in the HPS series.
This class is distinguished from the HPS II/III by the performance of the more routine tasks and duties assigned to positions within the series.
Since this class is typically used as a training class, employees may have only limited or no directly related work experience.
Promotion to the HPS II level requires that the employee has working knowledge of the full range of duties and responsibilities of the position and has completed one year at the HPS I level.
Health Program Specialist II/III--These are the full journey level classes within the HPS series.
Employees within these classes are distinguished from the HPS I by the performance of the full range of duties as assigned.
Employees at these levels receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Positions in these classes are flexibly staffed and are normally filled by advancement from HPS I, or when filled from the outside, require prior public health program experience.
Promotion to the HPS III level requires that the employee possess a Master's Degree in addition to experience in public health programs.
Qualifications:
HPS I Knowledge of:
Principles, practices and current issues in health education and public health.
Appropriate channels of public information and public relations.
Pertinent Federal, State, and local laws, codes, regulations and policies.
Principles of social determinates of health.
Interviewing and counseling practices and techniques.
Business letter writing and report preparation, English grammar and usage.
Principles and procedures of record keeping and statistical methods.
Basic mathematics.
Modern office procedures, practices and technology, including computer applications and techniques.
Skills in:
Techniques of information dissemination, preparation and display of exhibits, leaflets, news releases, and other media and audio-visual educational materials.
Contract development and monitoring, grant writing and management.
Relevant techniques of community organization, consultation and training methods.
Principles and practices of supervision, training, and coaching.
Ability to:
Interpret and apply federal, state, and local policies, procedures, laws and regulations in assigned programs.
Analyze basic problems, identify alternative solutions, and implement programs in support of goals.
Provide basic counseling services in the area of intervention and prevention of public health issues.
Maintain confidentiality as appropriate.
Collect and effectively analyze basic data.
Prepare and maintain accurate reports, records and logs.
Speak confidently and professionally before various groups.
Develop and maintain effective working relationships with others contacted in the course of work.
Operate all forms of office equipment.
Utilize various software programs relevant to the position.

HPS II In addition to the qualifications for HPS I:

Funding sources and grant writing procedures.
Skills in:
Analyzing problems, identifying alternative solutions, project consequences of proposed actions, and implement programs in support of goals.

Provide higher level counseling services in the area of intervention and prevention of public health issues.
Collect and effectively analyze more complex data.
HPS III In addition to the qualification for HPS I and HPS II:
Knowledge of:
Budget development.
Skills in:
Analyzing complex problems, identifying alternative solutions, project consequences of proposed actions, and implementing programs in support of goals.
Ability to:
Provide advanced counseling services in the area of intervention and prevention of public health issues.
Collect and effectively analyze more complex data.
QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Experience:
This is an entry level position.
Training:
Equivalent to completion of core course work from an accredited four (4) year college or university in public health, community health education or a closely related field.
License or Certificate:
Possession of an appropriate, valid California driver's license.
HPS II
Experience:
The equivalent of one (1) year experience as a Health Program Specialist I.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in public health, health education or a closely related field License or Certificate:
Possession of an appropriate, valid California driver's license.
HPS III
Experience:
The equivalent of two (2) years' experience as a Health Program Specialist II.
Training:
Equivalent to completion of a Master's Degree in Public Health or a closely related field from an accredited college or university.
License or Certificate:
Possession of an appropriate, valid California driver's license.
