3 Full-time 6 hours ago Full Job Description JOB SUMMARY Under general supervision, learns to participate in the County's code enforcement programs, including the inspection, investigation, and enforcement of violations involving health, safety and public welfare, property maintenance, zoning and land use, building and housing, vehicles and blight control; and performs related works as assigned.

EXAMPLE OF DUTIES The following duties are normal for this position.
These are not to be construed as exclusive or all-inclusive.
Other related duties may be required and assigned:
Learn to participate in the County's code enforcement programs.
Responds to routine public inquiries regarding complaints.
Conducts routine field investigations in response to complaints of possible code violations.
Investigates possible violations; photographs and documents evidence.
Researches property ownership, variances, use permits and other documentation regarding the property in question; contacts all responsible person(s) and discusses probable violations, alternatives for solving non-compliance problems, and time periods for correcting violations.
Composes letters, prepares memos and reports.
Learns to compile evidence files and exhibits; assists in the preparation of code violation cases for public hearings.
Performs follow-up investigations to see that remedial action has been taken.
Issues notices and citations for County code violations (including Chapter 410).
Assists with the abatement of hazardous items on vacant lots and other premises.
Confers and coordinates with other agencies and departments on investigation and disposition of nuisance, housing, zoning, building, sanitation, and other code violations.
Establishes positive working relationships with representative of community organizations, state/local agencies, County management and staff, and the public.
MINIMUM QUALIFICATIONS The following are the minimum qualifications for this position.

Knowledge of:
Basic inspection principles and practices; general principles and practices of code enforcement; correspondence and report writing; filing and record keeping principles; modern office procedures, methods and computer equipment; principles and practices of customer service; business mathematics; correct usage of the English language as it relates to business including spelling, grammar and punctuation.
Ability to:
Deal tactfully, courteously, and effectively with the public; learn and explain appropriate county codes, Sutter County zoning code, current Health and safety codes and ordinances; learn to analyze and compile technical information on nuisance investigations and violations; respond to inquiries, complaints and requests for service in a timely and tactful manner; learn to apply investigative techniques to ensure compliance with appropriate codes and ordinances; prepare evidence in the development of hearing and court cases; communicate effectively, both orally and in writing, Education and
Experience:
Requires a High School diploma or equivalent, one year of experience in public sector, including public contact.
Training and experience equivalent to six units of college coursework in building technology, community development, engineering, criminal justice or related field is required.
Public sector investigation or inspection experience highly desirable.
SPECIAL REQUIREMENTS Essential Duties require the following physical skills and work requirements:
Requires the abilities to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to think and act quickly in emergencies; effectively deal with personal danger; ability to see, hear and communicate orally; requires the ability to perform on-site field inspections including exertion of a moderate amount of physical effort to stoop, crouch, climb and lift in performance of assigned duties; ability to work around electrical currents and building materials and equipment in a safe manner; ability to work around toxic substances in a safe manner; may be subject to uncomfortable working conditions including exposure to dust, noise, heat or cold; must be able to perceive color, shapes, and forms; requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing, filing, data entry, and/or use of calculators, or other office equipment or supplies; requires the ability to operate a motor vehicle.
License and Certification:
Must possess and maintain a valid Class C driver's license.
Possession of, or the ability to obtain within one year from appointment, a certification as a Code Enforcement Officer issued by the California Association of Enforcement Officers (CASEO) or similar certification.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
